Public fund for flooding damage

Should councils should be responsible for paying stormwater related damages to property?

Stormwater systems are typically owned and managed by local councils, who are responsible for maintaining and upgrading drainage infrastructure. During heavy rainfall events, flooding can occur when systems are overwhelmed. In instances where there is damage to private property, questions are raised about who should bear the cost of clean up. In some situations, property damage may be linked to the condition or performance of council-managed infrastructure, in which case they may bear liability. In others, factors such as extreme weather, land use, and the location of properties in flood-prone areas reduce the validity of public funding of repairs.
